North Carolina law requires certain operators to complete a boating safety course before they can legally run a motorized vessel. Here’s what applies to you.

Who Must Complete a Safety Course

If you were born on or after January 1, 1988, you must pass an NC-approved boating safety course before operating a motorized vessel of 10 horsepower or more on public waters.

This is a legal requirement, not a recommendation. Operating without the certificate is a violation and can complicate insurance claims if an incident occurs. Once you complete the course, carry your boater education card on board any time you’re operating a qualifying vessel.

Who Is Exempt

  • Anyone born before January 1, 1988
  • Operators of non-motorized vessels (kayaks, canoes, paddle boards)
  • Operators of vessels with fewer than 10 HP

Which Vessels Are Exempt from Registration

Some vessels are also exempt from registration entirely:

  • Rowboats, canoes, kayaks, and rafts propelled only by paddles or oars
  • Lifeboats
  • Vessels not used on public waters
