SCDNR’s official guidance says to allow 6 to 8 weeks for processing. That’s accurate if everything goes right. If anything is missing, incorrect, or unclear, your paperwork gets set aside until SCDNR contacts you, and then the clock restarts from there.
Here’s what the timeline actually looks like, what causes it to stretch, and what you can do to avoid the wait.

The 6-8 week estimate assumes a complete, correct submission. Any back-and-forth adds weeks, not days.
What You Can Do While You Wait
Once you’ve purchased the boat, you can use it for up to 60 days from the date of purchase, even with expired or out-of-state decals. You’ll need your temporary certificate number and copies of your title or bill of sale on board.
This 60-day window gives you plenty of time to get your application processed without being stuck on shore.
What Causes Delays
Most delays come down to one of these:
Missing or incomplete signatures
If the title says “and” between co-owner names, both owners must sign the back. If only one signed, SCDNR will flag it. Same applies to the BTR-1 form itself, which requires applicant signatures in Section F.
Notarization issues
SC requires a notarized bill of sale when there’s no title. If the notary seal is missing, expired, or the bill of sale is on an unofficial form, it gets rejected. Use Section H of the BTR-1 form and have it notarized by an active SC or out-of-state notary.
Incomplete BTR-1
The BTR-1 has multiple sections and sub-fields. Missing the vessel color, leaving the county field blank, or skipping required checkboxes will slow things down.
Out-of-state title issues
If the title is from another state and that state required notarization on the transfer line, you need it notarized. Not all sellers know this. If the previous state had a lien on record, you need the lien release document before SCDNR will process the transfer.
Wrong payment amount
SCDNR cannot process your fees if the check or money order is for the wrong amount. The 5% Casual Excise Tax is calculated on the sale price (capped at $500), so a $12,000 boat sale means $600 excise tax, but only $500 is owed. Getting this wrong means your payment is returned.
Property tax receipt from the wrong county
You need a paid property tax receipt from your county of residence, not the county where you bought the boat or where the seller lives. County auditors’ offices issue these, and it must reflect the current boat being registered.
How to Speed It Up
Submit in person instead of by mail
SCDNR accepts in-person submissions at 260 D Epting Lane, West Columbia, SC 29172. In-person processing typically starts within 1-2 days rather than waiting in a mail queue. If you live within driving distance, this is the single most effective way to cut the wait.
Double-check signatures before you mail anything
Lay out all documents and verify every signature line. If the title requires two signatures and you only have one, get the second signature before mailing. Returning a document for one missing signature adds 2-4 weeks minimum.
Include a cover letter listing every document
A short cover letter that says “Enclosed: BTR-1 (signed), original SC title (signed by seller), paid property tax receipt, check for $[amount] covering registration ($20) and Casual Excise Tax ($[amount])” gives the reviewer a checklist to confirm. It also helps if something gets separated in the mail.
Use certified mail
Certified mail gives you a tracking number and delivery confirmation. If SCDNR says they haven’t received your application, you have proof of when it arrived.
Pay the exact amount
Calculate your fees before mailing. Registration and title: $20. Motor title (if outboard, 5+ HP): $10 per motor. Casual Excise Tax: 5% of purchase price, max $500. Late fee (31-60 days after purchase): $15. Late fee (60+ days): $30. Write one check for the total.
